Condemnation Puts You on the Other Track

Minneapolis has two routes to a saleable property and which one you are on is decided by whether the City condemned the building.

Where it did not, a Truth in Housing evaluation is required before you may show the property, with required repairs that a buyer may take on and complete within 90 days of closing. Where it did, the property needs a code compliance inspection and repairs before anyone may live in it, and the resulting Certificate of Code Compliance substitutes for the Truth in Housing report for up to a year. Is the Code Compliance Route Worse Than the TISH Route?

It is larger rather than worse. A code compliance inspection addresses bringing a condemned building back to occupiable standard, which on older construction is a substantially bigger job than a Truth in Housing repair list. It also removes the TISH requirement, so a buyer holding a Certificate of Code Compliance has a cleaner path to resale.

The Duplex Question

Registration costs $7,228.70 a year, raised from $7,087 in June 2025, and is capped at 2 years with a possible 1 year extension. Beyond that monthly citations begin at $250 and double to $2,000. A Truth in Housing report is valid for 2 years or one sale, and a Certificate of Code Compliance substitutes for it for up to 1 year.

Phillips has a high share of duplexes, and they behave differently from single-family houses on a fire file in two ways.

Two units on one lot produce income that supports a restoration a single house would not, which is genuine and works in a seller's favour. Against that, where tenants were displaced their position has to be established, and where only one unit burned the question of whether the building is occupied at all affects the vacancy registration position.

One Unit Burned and the Other Is Still Occupied. Am I Registered?

That depends on how the City assesses the building, and it is worth asking rather than assuming. Continued occupancy of part of a building is exactly the kind of fact that determines whether registration criteria are met, and the difference is over seven thousand dollars a year.

Older Construction and What It Means
