The second effect is about pricing rather than cost. Where housing is uniform, comparable sales are plentiful and replacement cost is straightforward to estimate. Both sides of the arithmetic tighten and offers cluster closely together.
That works in your favour, because an offer sitting well below the others is visibly an outlier rather than a plausible view of a complicated property. On varied older stock a low offer can be defended as caution. Here it usually cannot.
